Rwanda's government deploys AI citizen support through local government
Proto is expanding its AI citizen support agents in Rwanda with the Ministry of Local Government (MINALOC) and the Rwanda Information Society Authority (RISA). The deployment automates citizen engagement and complaint redressal in local languages, with local government as the hub for citizen communication.
It is separate from – and complementary to – the National Bank of Rwanda's financial consumer protection deployment, which routes complaints across more than 600 supervised institutions.

The Rwandan project sits inside a Gates Foundation-funded supervisory technology scale-up ($1.8 million across six low- and middle-income countries), alongside concurrent rollouts in the Philippines, Liberia and Namibia.
